I suggest printing the birth certificate and high school transcript templates on security paper. You can order good quality security paper at www.SecurityPaperStore.com. I recommend VoidSecure® Solid Blue for ID documents with a border and the VoidSecure® Basketweave for ID documents without a border. For documents issued more than a dozen years ago, you can also use basketweave paper.
You need to be selective because most security paper is either low quality or else it is obviously different than the security paper used by government agencies and schools and colleges. Many manufactures of security paper such as Bank Note Company will not sell to the public.

These are large file because the templates are large files and because of all the different fonts used and included. The templates will have resolutions of 600 dpi which is the practical limit for most inkjet or laser printers. Although they may have resolutions of up to 1200 dpi, I believe that claims by Epson and other inkjet printer manufacturers of Maximum Resolution (dots per inch) of 5760 x 1440 optimized dpi are not realistic and should be taken with a grain of salt. The following are a few of the IDs that are included in the forgoing file ID Cards.exe. The first is the Netherlands ID card.

The Angola driver license template is a complicated template since the photo is overlaid with concentric circles.
An advantage to the Angola template is that the Angola driver license doesn't have holograms or other almost impossible to create and easy to see security features listed in the International ID book. Therefore, even if someone has the International I.D. Guide, it should pass that inspection.
The Arkansas ID template has an easy to edit text layer that I used to create the following novelty ID with Jessica Alba:

The advantage of the Arkansas ID is that it is current and Arkansas is one state, if not the only state, that hasn't changed to the enhanced driver licenses that are so very difficult to reproduce. Older and easy to duplicate IDs in several states that have not expired are still valid and I have including several of those in the downloads. However, to be accurate, the issue date need to be before the new enhanced ID were issued.
Someone from Canada gave me the templates for ice Canadian IDs so they are included. However, I believe better and more accurate Canadian ID templates can be found in in the file The Ultimate Fake ID Guide 2011 Version 8. Google or see the foregoing download link.
Also included are the Haiti, Panama IDs, and the Bahamas. Someone sent me several scans, front and back of the Bahamas so I know the Bahamas template is very accurate. Also, he informed me that the Bahamas ID does not have a hologram. You can download the Bahamas templates at:

The above three templates lack the hard to duplicate security features found in most ID. The Panama driver license does have a hologram. However, it is not described in the International ID Guide so any of several generic holograms may suffice.
My #1 recommended ID is the new enhansed Florida ID because you can buy the Florida hologram at http://custom-hologram.com. Although, upon close inspection, there are obvious differences, the Mark of Business and Grand Seal holograms is similar to the hologram on the Florida ID card. The template was made from a template provided in The Ultimate Fake ID Guide 2010 Version 7. Unlike the foregoing Version 7, the template does not include details for UV printing.
Holograms: http://custom-holograms.com is recommended by The Ultimate Fake ID Guide 2011 Version 8. Although a bit pricy, custom-holograms.com appears to be a very good choice for purchasing very accurate holograms for Florida and some other states. One person told me he was very satisfied with the holograms he received and intends to order more.

How to Make an Embossed Seal
It will take at least an hour, but for a single identity document it may be possible for you to make an embossed seal. However, it is extremely difficult to make circles without them appearing very jagged. I suggest ordering an embossed seal without some or all of the lettering in the outer circle and lightly emboss the lettering in the outer circle. Print the reverse image of the seal you wish to emboss on a sheet of paper. Place the reverse image on the back of the document you wish to emboss. The letters and circles will and should be raised on the face of the document. Use two small pieces of magic tape to keep the reverse image in position. Press the magic tape on your hand first so they are not as sticky. You don’t want the paper to tear when you remove the tape.
Place the document face down on soft wood or a paper towel. You want some give, but not a lot. Then use a very fine ballpoint pen and roll and press into the letters to make a very light impression. The results are not crisp. Therefore, you want the embossed seal to be very light. You only need it impressed enough to see and feel that it is there.
If you wish to hand emboss the complete seal, instead of the above, it is better to print the image for the embossed seal on the front of the document and then turn the document over to very lightly emboss the image. That way anyone can feel that it is embossed and the imperfection are hidden by the printed image. It is very unlikely that anyone would turn the document over to closely examine the embossing.
This also is excellent for using an embossed seal without some or all of the letters in the outer circle. Just lightly emboss the letters on the printed image. However, it usually takes me a several attempt to correctly overlay one of the embossed seals with printing. Any sheets of security paper where the embossing doesn’t overlay the printing within 1/32” gets tossed in the wastebasket.
It is extremely difficult to hand emboss a complete seal because of the difficult of making the circles without them being overly jagged and certainly they are not crisp.
